Sato was deployed to Nagoya for maintaining order during the evacuation of residents from the New City Project at the onset of the yakuza war between Nine Dragons and Yamaguchi-gumi’s coalition that was sparked by Hajime Ryo’s coup against Ogawa Shinji, and had been overseeing the tunnel linking it to the mainland when the Shadow team led by Sin Yunseong arrived. Initially dismissive of the Koreans sent in to help, Sato was forced to grudgingly admit their prowess when Gang Daehyeop used his strength to save refugees, and had his national pride further battered when the riot police sent in to stop the war joined the yakuza in killing each other for survival on live broadcast under the intimidation of Ryo. Finally conceding to the Koreans, Sato followed Sin Yunseong’s order to barricade the tunnel after the evacuation was completed.
